Three Leaf wins final approval for 267-unit housing project in Hartland

With a final approval from the village of Hartland earlier this month, construction on 267 apartments on a former quarry less than a mile from the village’s downtown can begin once the developer secures financing.

The village board on April 3 approved a planned unit development agreement with Three Leaf Partners, a Milwaukee development firm co-founded by Milwaukee Bucks guard Pat Connaughton.

A redevelopment of the 45-acre former quarry at 700 and 705 W. Capitol Drive has been 20 years in the making, said Hartland village manager Ryan Bailey. Various developers over the years have pursued projects on what Bailey described as the “very tough site.”

“It’s been a long time coming,” Bailey said.

Construction could begin as early as this June, pending financing, Bailey said. Three Leaf has until June 2025 to begin construction, per the development agreement.

Three Leaf’s plan for the project, designed by Milwaukee’s JLA Architects, centers around a tree-lined boulevard off Capitol Drive. There will be 27 townhouse-style units and 240 units in two-story “stacked flats,” plans show. There will also be a clubhouse with amenities.

The townhomes will initially be rented as apartments but could eventually be converted to owner-occupied condos, Bailey said. With condo development at a halt in downtown Milwaukee, the addition of condos in area suburbs such as Hartland could provide needed inventory for residents looking to own.

Hartland is supporting the quarry apartments with tax incremental financing that would use taxes generated by the new development to pay Three Leaf up to $15.9 million over 27 years — “essentially a tax rebate” for the developer rather than an upfront incentive, Bailey said.

The project is estimated to generate approximately $54 million in incremental value, according to the village.

Three Leaf initially proposed building more than 400 housing units on the site but downsized its plan due to financial considerations.

Nearby, Kwik Trip recently broke ground on a new convenience store and gas station slated to open in September, Bailey said.
